Yes, you can settle VR. If you have been foudn QIW and NOT participated, most carriers will settle for less than 1/2 the potential VR cost. I would ask for $8-10,000 and see what they will offer.
Ifyou have TTD ordered by the AME that was not paid, and you are confident that that is what th report says, get in front of the WCAB for a hearing. File a DOR.
Sounds like you need to talk to the I&A officer, if you are not repped anymore. If you are still represented, talk to your attorney.
