In a word, "No!"
If anyone ever tells you this ask them for a Labor Code/Code of Regs cite...and one does not exist. {If I'm wrong, post it here...but I'm reasonably certain it does not exist.}
Some conservative WCJ somewhere may have used that as an analogy to cut off treatment, and a WCAB Panel at some time or another may have reached this conclusion on the specific facts of a given case, but it definitely is not "law" in Calif.
If the other side disagrees, ask them to put their argument/authority in a letter to you so you can place it into evidence at trial.
I'll bet dimes to donut holes they don't! Instead you'll get, "Could'a, Should'a, Would'a," which is also known as "B.S.!"
