Prior to EAMS, we were able to file a Declaration of Readiness to Proceed with a single piece of paper. With EAMS in effect, you must file a cover sheet, a separator sheet, a two-to-eight page D/R (depending on how many case numbers are involved), and a proof of service. So it now takes from five to eleven pages to do what one page used to accomplish. Worse, it now takes 20 to 30 minutes to do what used to be done in 2 or 3.
It is difficult for me to believe that some software engineer can't design a one-page form that serves the purpose of the cover sheet, separator sheet, and the relevant content of simple forms. Why can't the 2-8 page EAMS-compliant D/R be redesigned to a single page with a service listing thereon? Couldn't much of the information be converted to a bar code that would occupy only a square inch or two? Are we stuck with the EAMS program as written (for some other application), or can it be streamlined, modernized and made more user-friendly?
